1. Collin Kauth-Fisher to the Police Policy Oversight Commission, effective immediately, for their first three-year term ending December 31, 2029. 

Adopting a Resolution amending the Comprehensive Traffic and Parking Resolution Book to amend parking restrictions on various streets as of July 20, 2026.

Authorizing the advertisement for bids for the 37th Street NE Stormwater Management Facility – Project No. J6520.

Awarding a contract in the amount of $290,025.34 to St. Croix Recreation for playground equipment and installation at the Regional Sports and Recreation Center (RSRC) Project No J2870.

Adopting a Resolution approving a contract with Alcon Excavating Inc in the amount of $312,101.90 for 2026 Sanitary Sewer Maintenance Project from MH 79_0086 to 79_0056 (Bakery Flats) - Project No. J7864.

1. Authorizing a City-Owner contract for Project No. J5682, "Public Improvements to Serve Del Webb Solhaus," with City execution conditional upon full execution of the contract by Owner, Contractor, and Design Engineer, project and grading plan approvals, and Contractor's submission of the appropriate bond and insurance documentation and;
2. A professional technical services contract with Alliant Engineering, Incorporated, for $322,980, for work related to Project No. J5682, "Public Improvements to Serve Del Webb Solhaus," subject to City execution of the City-Owner contract.

1. Authorizing a City-Owner contract for Project No. J5624, "Public Improvements to Serve Mayo Clinic North Parking Structure, Phase 2," with City execution conditional upon full execution of the contract by Owner, Contractor, and Engineer, project and grading plan approvals, and Contractor's submission of the appropriate bond and insurance documentation and;
2. A professional technical services contract with WSB LLC for $81,435 for work related to Project No. J5624, "Public Improvements to Serve Mayo Clinic North Parking Structure, Phase 2," subject to City execution of the City-Owner contract.

1. Authorizing a City-Owner contract for Project No. J5641, "Public Improvements to Serve London Brook Ponds (Phase 1)," with City execution conditional upon full execution of the contract by Owner, Contractor, and Design Engineer, project and grading plan approvals, and Contractor's submission of the appropriate bond and insurance documentation and;
2. A professional technical services contract with GGG, Inc., dba G-Cubed, for $45,675, for work related to Project No. J5641, "Public Improvements to Serve London Brook Ponds (Phase 1)," subject to City execution of the City-Owner contract.

Authorizing a pedestrian facilities agreement and temporary construction easement with Kevin Wormley & Susan McCorkel-Wormley to ensure the installation of pedestrian facilities along the entire frontage of its property abutting 18th St SW right-of-way.

Authorizing a Septic System/Sanitary Sewer Utility Connection Agreement with Todd J. & Tracy D. Jerzak to allow for repair or replacement of the current septic system serving their property until the property can be connected to municipal sanitary sewer at a later date.

1. Awarding a contract to Mathiowetz Construction Company in the amount of $6,689,440.47; and
2. Adopting a resolution accepting the grant and authorizing execution of grant agreements with the Minnesota Department of Transportation (MN/DOT).

Authorizing the professional services agreement with Mead & Hunt in the amount of $672,510.50 for construction administration services for the corporate hangar area site development project.

Adopting a Resolution accepting the Air Service Marketing Grant and authorizing the corresponding grant agreement with the Minnesota Department of Transportation (MnDOT) - Office of Aeronautics to provide reimbursement for eligible airport marketing expenses.

Authorizing an individual site development agreement with First Unitarian Universalist Church of Rochester Minnesota.

Adopting a Resolution approving Annexation Petition No. CD2026-003ANX by City of Rochester, on behalf of Farmland LLC, to incorporate approximately 188 acres of land into the Rochester City Limits

Adopting a Resolution authorizing an interest rate of 5.00% on non-Water Quality Protection Program (WQPP) special assessments for the period of Aug. 1, 2025 - July 31, 2026

Adopting a Resolution authorizing execution of a Public Roadway Easement with Dakota, Minnesota & Eastern Railway Corporation to allow the installation, construction, maintenance, repair, replacement, and use of a public roadway for vehicular and pedestrian travel, and public utilities, in connection with the 6th Street Bridge, Neighborhood Safety & Riverfront Improvements Project - No. J7919.

Adopting a Resolution authorizing the execution of the Fiscal Year 2022 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Agreement with the United States Department of Transportation (USDOT) and the Minnesota Department of Transportation (MnDOT) to provide $19,900,000 in federal funding for the construction of the 6th Street Bridge, Neighborhood Safety, & Riverfront Improvements Project, J7919.

Adopting a Resolution authorizing execution of a Land License Agreement with Dakota, Minnesota & Eastern Railway Corporation (CPKC) to allow the construction and operation of a public trail for pedestrian and non-motorized bicycle uses in connection with the 6th Street Bridge - Project J7919.

Authorizing a Resolution for the execution of a Design Cost Allocation Agreement with Mayo Clinic, a Minnesota nonprofit organization, as part of Bold. Forward. Unbound. in Rochester.

Adopting a Resolution recommending denial on Conditional Use Permit No. CD2026-008CUP by MGK, LLC, for a limestone aggregate quarry.

Denying Appeal No. CD2026-002AP, to allow for continuation of a development under a previously approved Site Development Plan application prior to Unified Development Code (UDC) standards for the subject property, based on the findings outlined in the Community Development Memo.

Adopting a Resolution approving Major Land Subdivision No. CD2026-014PLAT by Bigelow Homes, LLC, to be known as Westbury First, with five conditions, subdividing 34 acres into 105 residential lots and 4 outlots.

Adopting a Resolution for Major Land Subdivision No. CD2026-009PLAT by Roger Payne with four conditions, to be known as Century Valley Fifth, subdividing 17.62 acres into 16 residential lots.

Approving the design concept and advancing to final design a three-lane street with parking on both sides along Elton Hills Dr NW, from Broadway Ave N to 500 ft East of Assisi Dr NW - Project No. J7313.

Adopting a Resolution approving the contribution of $1,900,000 to The American Cooperative of Rochester development to support the creation of 95 owner-occupied senior cooperative homes via the Home Ownership Creation Program.

Amending the effective date of the financial policy titled "Micro-Contracts Process Policy" to January 1, 2027. 

Considering a Council Initiated Action (CIA) requesting that City Council authorize a presentation from Judge Lund on the history of the Red Owl and the Time Theater and City staff to provide an update of the progress of the small area plan along with a possible funding source on the October 12, 2026, study session.

Adopting an Ordinance amending the Housing Code (Chapter 7) of the Rochester Code of Ordinances.
